Custom Cosmetic Formulation Services — OEM Development from 500 Units
Custom cosmetic formulation services — Cosmetic Lab’s in-house R&D team develops original cosmetic formulas for brands that need a product built from scratch to their exact specification. Whether you are launching a solid body care range, a natural haircare line, a spa gift collection, or a specialist product for a niche audience, our custom formulation service takes you from brief through to a finished, safety-assessed formula ready for full production. We operate as a full-cycle cosmetics developer and manufacturer from Riga, Latvia — EU-certified, ISO 22716 GMP, and exporting to 20+ countries since 2005.
This page covers what we formulate, how the development process works, realistic timelines, and the step-by-step process for starting a custom project. Brands that prefer to launch faster from an existing tested formula can also explore our white label cosmetics catalogue — 3,000+ ready-made formulations across all categories. For full-cycle contract production, see our cosmetics contract manufacturing page.

Decorative cosmetics (foundations, lip colours, mascaras, eye shadows) and medical or dermatological formulations fall outside our scope — these require dedicated pigment-handling facilities or a pharmaceutical regulatory pathway.
Solid Cosmetics — Concentrated, Transport-Efficient Formats
Solid cosmetics are one of our primary formulation specialities and a growing priority for brands selling internationally. Unlike liquid products, solid formulas contain no added water — which means lower weight per unit, lower freight costs, and higher active ingredient concentration per gram. As international shipping costs rise, solid formats are increasingly attractive to brands building e-commerce or export ranges.
Our solid product range spans natural soap bars (including organic variants with dried botanicals), solid shampoo and conditioner bars in standard and 2-in-1 formats, solid make-up remover bars, beard wash bars, body and hair sticks, calming balm sticks suitable for travel and children, and dry shampoos. Certified organic variants are available across the solid range. Pet care solid formats — including solid pet shampoo bars — are also available.
Spa and Bath Collections — Gift Sets and Retail Ranges
Complete spa and bath product development is one of our most in-demand formulation categories. We develop and produce full gift set collections — combining bath bombs, body scrubs, natural soaps, and body creams into coordinated ranges for corporate gifting, seasonal retail, hotel amenities, and luxury private label. We manage the entire process: formulation, production, and assembly into finished gift-ready presentation boxes.
Our bath and spa formulation range includes bath bombs (standard 125g and custom sizes), bath salts, bath milk, bath creamers, bath crackle salts including child-safe variants, body scrubs, body slime scrubs, body gels, body oils, pillow sprays, and room sprays. Coordinated spa kits combining 3–5 products in branded packaging are available from MOQ 500 units per SKU. We also develop matching fragrance profiles across a collection so the full range presents a coherent sensory identity.
Hair Care Formulation — Liquid and Solid Formats
Our hair care custom formulation services cover liquid and solid formats across all hair types and concerns. We develop shampoos, conditioners, hair masks, scalp serums, hair oils, and leave-in treatments. Speciality categories include dry shampoos, organic hair boosters — including our widely requested 11-oil organic rosemary hair booster — and targeted formulations for specific hair textures, including curly hair lines requiring natural fixatives and defined curl support.
For brands positioning in the natural hair care segment, we formulate sulphate-free, silicone-free, and COSMOS Natural-compatible shampoos and conditioners. For professional or salon-oriented brands, we develop higher-actives conditioning treatments and scalp-focused serums. All formulations are safety-assessed and stability-tested under EU Cosmetics Regulation before production.
Body Care, Mists, and Specialist Formats
Our body care formulation scope covers creams, lotions, body oils, body mists, deodorants, eyelash serums, lip balms, and lip scrubs. We also develop men’s care products — beard oils, beard balms, and men’s targeted skin care — and specialist animal care formulations, including a fragrance-free organic paw balm for dogs that is COSMOS Organic certifiable, and pet shampoos in both liquid and solid bar formats.

Natural and Organic Formulation — COSMOS and NATRUE
Natural and organic cosmetic formulation is a speciality area that many manufacturers avoid due to the complexity of ingredient sourcing and certification requirements. At Cosmetic Lab, we work with natural base ingredients — plant-based waxes, butters (shea, cocoa, mango), carrier oils, and essential oils — and develop formulas that meet COSMOS Organic and NATRUE standards on request.
Our facility holds COSMOS Organic, COSMOS Natural, and NATRUE certifications — issued by independent certification bodies following annual audit of raw material sourcing, manufacturing processes, and product compositions. For brands targeting the certified natural and organic segment, working with a COSMOS-certified manufacturer means your custom-formulated products can legitimately carry certified organic logos, subject to the product meeting the applicable standard. See our organic cosmetics private label and certifications pages for full details.
Organic certified custom formulation is more demanding in both cost and development time than conventional cosmetics. Approved ingredient lists are stricter, synthetic preservatives are excluded, and every component must meet certification criteria. We advise clients on realistic cost and development implications at the briefing stage — so your project is planned accurately from the start.

Custom OEM vs White Label — Choosing the Right Route
Before starting a formulation project, it is worth confirming that custom development is the right route for your brand. The table below summarises the key differences between custom OEM formulation and our white label route:
| Custom OEM formulation | White label (existing formula) | |
|---|---|---|
| Formula origin | Developed to your specification from scratch | Selected from our 3,000+ existing catalogue |
| Exclusivity | Fully exclusive — formula is yours, not sold to others | Non-exclusive — same formula available to multiple brands |
| IP ownership | Formula IP belongs to your brand | Formula IP remains with Cosmetic Lab |
| Timeline to sample | 4–8 weeks to first prototype | 1 week to sample |
| Timeline to production | 8–14 weeks total | 4–6 weeks total |
| Best for | Unique positioning, niche actives, IP-driven brands | Fast launch, range expansion, cost efficiency |
| MOQ | 500 units per product | 500 units per product |
Custom OEM is the right choice when formula exclusivity is commercially important — for example, when your positioning depends on a specific active, texture, or performance claim that no existing formula in our catalogue delivers. If speed-to-market and cost efficiency are the primary criteria, our white label cosmetics route almost always delivers a faster and less expensive path to a shelf-ready product.
Development Process — From Brief to Approved Formula
Custom cosmetic formulation at Cosmetic Lab follows a structured six-stage process. The timeline reflects the genuine complexity of developing a formula that is safe, stable, effective, and compliant — stages cannot be compressed without increasing the risk of product failure after launch.
| Stage | What happens | Typical duration |
|---|---|---|
| 1. Brief & quotation | You submit your product concept — target texture, key actives, claims, reference products, target market. We respond with scope, timeline, and indicative pricing. | 2 business days |
| 2. Ingredient sourcing | If specific actives are required and not in stock, we source and procure from our supplier network. International sourcing adds lead time. | 1–4 weeks if needed |
| 3. Prototype formulation | First formula produced and evaluated by our chemists for texture, appearance, stability, and compatibility with target packaging. | 2–4 weeks |
| 4. Sample approval | You receive the prototype for evaluation. Adjustments to fragrance, colour, texture, or performance are iterated until signed off. | 1–2 weeks per iteration |
| 5. Safety & stability testing | Completed in parallel with your sample review. Required for EU Cosmetics Regulation compliance — includes challenge testing and safety assessment. | Concurrent with stages 3–4 |
| 6. Production & delivery | Full batch from 500 units with Certificate of Analysis, labelling compliance review, and export documentation. | 4–6 weeks |
| Total timeline | Brief to dispatch | 8–14 weeks |
These timelines assume standard ingredient availability. Projects requiring rare or internationally sourced actives, or organic-certified raw materials, may require additional lead time at the sourcing stage. We communicate any such requirements at the briefing and quotation stage — before the project begins.

Where We Focus — and Where We Do Not
Being clear about scope protects your project timeline and budget. Our custom cosmetic formulation services expertise is in body, hair, bath, spa, solid, and specialist care formats. The following fall outside our core capabilities:
- Decorative cosmetics — lip colours, foundations, eye shadows, powders, mascaras, and colour cosmetics require dedicated pigment-handling facilities and different formulation expertise. We do not produce these.
- Medical and dermatological products — formulations making therapeutic claims are regulated as medicines in the EU, requiring a different regulatory pathway (medicinal product authorisation). These are outside our scope.
- Complex actives outside EU approval — we work strictly within the EU-approved ingredient framework and will advise on compliant alternatives if a requested active is not permissible under EC 1223/2009.
If you are uncertain whether your concept falls within our formulation scope, share your brief and we will advise directly. Where a concept is outside our capabilities, we will say so at the quotation stage — before any development costs are incurred.
How to Start a Custom Cosmetic Formulation Project
A custom formulation project begins with your brief. The more specific your input — target texture, key actives, intended claims, target market, and any reference products — the faster we can develop a formula that matches your vision. Use the form below to submit your brief and we will respond with a preliminary quotation within 2 business days.
- Brief and quotation: Submit your product concept with as much detail as possible — target texture, key ingredients, performance claims, target market, MOQ requirements. We respond within 2 business days with scope, timeline, and indicative pricing.
- Ingredient sourcing: If specific actives are required and not already in stock, we source and procure. For standard ingredient libraries, no additional lead time is required. Allow up to 4 weeks if international sourcing is needed.
- Prototype development: Our R&D chemists produce the first formula iteration, evaluated internally for stability, texture, appearance, and compatibility with the target packaging format.
- Sample approval: You receive the prototype for evaluation. Adjustments to fragrance, colour, texture, or performance are iterated — typically 1–2 rounds — until the formula is approved for production.
- Safety and stability testing: Completed in parallel with your sample review. Required for EU Cosmetics Regulation compliance. Includes challenge testing, stability assessment, and safety evaluation by a qualified safety assessor.
- Production and delivery: Full batch manufacturing from 500 units, with Certificate of Analysis, labelling compliance review for your target markets, and complete export documentation package.
Submit your brief using the form below. Include your product category, target markets, any specific actives or performance requirements, and your intended launch timeline.

Frequently Asked Questions
What types of cosmetics can Cosmetic Lab formulate?
Our custom cosmetic formulation services cover body and skin care (creams, lotions, oils, mists, deodorants, eyelash serums, lip balms, lip scrubs), solid cosmetics (soap bars, solid shampoo and conditioner bars, make-up remover bars, body sticks, dry shampoos), hair care (shampoos, conditioners, hair masks, scalp serums, hair oils, leave-in treatments), bath and spa products (bath bombs, bath salts, bath milk, scrubs, body slime, bath creamers), men’s care (beard oils, beard balms, beard wash bars), and animal care (pet shampoos, organic paw balm). We do not produce decorative cosmetics or medical formulations.
How long does custom cosmetic formulation take?
The typical timeline from brief to finished goods dispatch is 8–14 weeks for custom OEM formulation. This covers ingredient sourcing where needed (1–4 weeks if required), prototype development (2–4 weeks), sample approval iterations (1–2 weeks per round), safety and stability testing (concurrent), and full batch production and documentation (4–6 weeks). If your concept aligns with an existing formula in our white label catalogue, we can have a sample with you in one week and finished goods dispatched in 4–6 weeks total.
Do you offer COSMOS Organic certified formulation?
Yes. We develop COSMOS Organic and NATRUE-compatible formulations on request. Our facility holds COSMOS Organic, COSMOS Natural, and NATRUE certifications — which means products formulated and manufactured under our certified processes may carry the corresponding certified organic logo when labelled for your brand. Organic certified formulation is more complex and more costly than conventional cosmetics. We advise clients on realistic cost and development scope at the briefing stage.
What is the minimum order quantity for custom formulation?
The minimum order quantity is 500 units per product for both custom OEM formulation and white label products from our existing catalogue. Spa and gift set collections are each subject to the 500-unit MOQ per SKU. Volume pricing applies at higher quantities — we provide a full pricing structure at the quotation stage. There is no separate charge for prototype development on orders that proceed to production.
Can you produce complete spa gift sets?
Yes. We develop and produce complete spa collections — typically combining a bath bomb, body scrub, natural soap bar, and body cream — and source coordinated gift packaging including presentation boxes, tissue paper, and ribbon for the finished set. This service is used by brands supplying corporate gifting programmes, hotel amenity collections, and seasonal retail ranges. Coordinated fragrance profiles across the collection are developed to ensure a coherent sensory identity. MOQ is 500 units per product SKU in the set.
Who owns the formula after development?
For custom OEM formulation projects, the formula intellectual property belongs to your brand. The formula is exclusive to you and is not sold or licensed to other clients. This is the key commercial difference between custom OEM and white label manufacturing. For white label orders using our existing catalogue formulations, the formula IP remains with Cosmetic Lab — the same formula may be purchased by other brands, though with different branding and packaging.
Can custom formulations be exported internationally?
Yes. All Cosmetic Lab products — whether custom OEM or white label — are manufactured to EU Cosmetics Regulation (EC 1223/2009) standards and shipped with a full export documentation package: Certificate of Analysis, MSDS/SDS, Free Sale Certificate, and Product Information File. We currently export to 20+ countries across Europe, the Middle East, Southeast Asia, Central Asia, and North America. For a full breakdown of export capabilities and documentation, see our EU cosmetics manufacturer worldwide page.
What information do I need to provide in my product brief?
The more detail you provide, the faster and more accurately we can quote and develop. A strong brief includes: product category and format (e.g. solid shampoo bar, body lotion); target texture, consistency, and finish; key active ingredients or functional requirements; any claims you intend to make (e.g. COSMOS Organic, vegan, sulphate-free); reference products or benchmarks; target markets and any market-specific regulatory requirements; intended packaging format; and your target launch date. Partial briefs are also accepted — we will ask questions to complete the picture.
