Private Label Cosmetics Manufacturer: Elevating Your Brand with Professional Private Label Solutions
Cosmetic Lab has operated as a private label cosmetics manufacturer from Riga, Latvia since 2005. We produce finished cosmetic products for brands across Europe, the Middle East, Asia, North America, and Australia — supplying over 20 markets with GMP ISO 22716 certified production, in-house R&D, and full export documentation. Minimum order quantity starts at 500 units per SKU, making professional private label production accessible to both emerging brands and established retailers expanding their product lines.
Private label cosmetics manufacturing means your brand sells products made by a specialist manufacturer — without owning a production facility, clean room, or R&D team. At Cosmetic Lab, this covers everything from the initial formulation brief through to shelf-ready products with your artwork, shipped with the regulatory documentation your target market requires. We operate two main production routes: custom OEM formulation developed to your brief, and white label from our catalogue of 3,000+ proven formulas. COSMOS Organic, COSMOS Natural, and NATRUE certified production is available across both routes.

Solid Cosmetics
Solid format production is one of our core specialisations: solid shampoo bars, solid conditioner bars, solid body butter, solid facial cleansing bars, and shaving bars. These formats eliminate plastic packaging, extend shelf life, and appeal to eco-conscious consumers — a significant growth segment in European and North American markets.
Spa & Gift Sets
Curated multi-product gift sets for retail, hospitality, and e-commerce brands. We coordinate formulation, packaging, and assembly into finished gift set boxes including custom-branded tissue, inserts, and outer cartons. Popular for wellness retail programmes and hotel amenity collections.
Three Routes to Your Private Label Cosmetics Manufacturer
Not every brand needs the same production model. We offer three distinct routes to finished product, each with different timelines, investment levels, and degrees of product exclusivity.
1. Custom OEM Formulation
Your brief goes to our in-house R&D team, who develop a formula built to your specification — target texture, active ingredients, claims, and market requirements. The resulting formula belongs exclusively to your brand. No other client can source it. Development from brief to finished prototype typically takes 4 to 8 weeks, followed by stability testing before production. This route suits brands building a proprietary product, transferring formulas from a previous manufacturer, or requiring a formulation that meets the regulatory standards of a specific market.
2. White Label from Our Catalogue
Choose from our library of 3,000+ proven formulations, brand them as your own, and bring them to market in as little as one week for the first sample. White label production uses formulas already in production, meaning stability data exists and scale-up is immediate. This route offers the fastest speed to market and lower upfront cost, with no compromise on product quality — all catalogue formulas are manufactured to the same GMP ISO 22716 standard as our custom work.
3. Certified Organic & Natural
Both OEM and white label production routes are available with COSMOS Organic, COSMOS Natural, and NATRUE certification. These certifications are issued by independent third-party bodies and renewed annually through on-site audits — not self-declared. For brands positioning in the natural beauty segment across EU, UK, US, or Australian retail, independently certified manufacturing is frequently a listing requirement. See our certifications page for full standards documentation.

The Private Label Manufacturing Process
Every private label project at Cosmetic Lab follows the same structured production cycle, from initial enquiry to delivery at your warehouse or freight forwarder.
Step 1: Submit Your Brief
Complete our enquiry form or send a direct brief covering: product category, target market, any preferred actives or claims, packaging preferences, and timeline. The more detail you provide, the faster we can return a relevant formulation proposal and pricing.
Step 2: Formulation Proposal & Pricing
Our R&D and commercial teams review your brief and return a proposal within 3 to 5 working days. This includes formula specification, unit pricing at your target MOQ, lead time, and certification options. For white label projects, we may suggest directly suitable catalogue formulas.
Step 3: Prototype Development
For OEM projects: our chemists develop the formula in-house against your brief. For white label: we produce a sample from the selected catalogue formula. OEM prototype timeline: 4 to 8 weeks. White label first sample: 1 week.
Step 4: Sample Approval
You receive physical samples for evaluation. Feedback is incorporated and a revised prototype produced if required. Most projects reach final approval within one or two revision rounds.
Step 5: Packaging & Artwork
Our packaging team sources primary packaging — bottles, jars, tubes, pumps — and secondary packaging to match your brief. We review your artwork files for print and regulatory compliance before production begins.
Step 6: Production & Quality Control
Full batch production on our GMP-certified filling lines with in-process quality checks at every stage. A Certificate of Analysis (COA) is issued for every batch. Production lead time after sample approval: typically 3 to 5 weeks depending on batch size and category.
Step 7: Export Documentation & Shipment
Every shipment includes a COA, Material Safety Data Sheet (MSDS/SDS), and Free Sale Certificate as standard. The Product Information File (PIF) is prepared for EU market products. For US, UK, Australian, or GCC markets, we advise on market-specific requirements and prepare supporting documentation.
EU Certification and What It Means for Your Brand
As an EU-based private label cosmetics manufacturer, Cosmetic Lab holds four active, independently verified certifications. These are not marketing claims — they are issued and renewed by external certification bodies through annual audits of our facility, processes, and supply chain.
GMP — ISO 22716
Good Manufacturing Practice for cosmetics, mandatory under EU Cosmetics Regulation EC 1223/2009 and defined by ISO 22716:2007. Covers production environment, personnel, equipment, raw materials, quality control, and documentation. Every product we manufacture is GMP compliant as standard.
COSMOS Organic & COSMOS Natural
The strictest international standard for organic and natural cosmetics, recognised in the EU, UK, US, Australia, and most major retail markets. Audited annually by IONC GmbH. Brands with COSMOS-certified products can use the internationally recognised logo and meet organic listing requirements for health retail and pharmacy chains.
NATRUE
An independent international standard for natural and organic cosmetics. NATRUE certification requires verified natural and organic ingredient sourcing tested against defined thresholds. Widely recognised across German, Austrian, Swiss, and broader European markets.
ISO 9001:2015
International quality management system standard covering our organisation-wide processes: supplier qualification, production planning, customer communication, and continuous improvement. Demonstrates systemic quality management beyond the production floor.
For a full account of each certification, its requirements, and what it means for products manufactured under your brand, see our certifications page.
Minimum Order Quantities, Timelines, and Export
MOQ: 500 units per SKU across all product categories and both production routes. For brands launching multiple SKUs simultaneously, production can be scheduled in parallel to reduce overall lead time.
Timelines: White label first sample — 1 week. OEM prototype — 4 to 8 weeks. Production after sample approval — 3 to 5 weeks. Air freight to the US, Australia, and GCC available with lead times quoted on request; standard road freight to European destinations takes 3 to 7 days.
Export markets: As a private label cosmetics manufacturer serving global brands, we have shipped to over 20 countries including the UK, Germany, France, the Netherlands, UAE, Saudi Arabia, Singapore, Australia, and the United States. Export documentation — COA, SDS, Free Sale Certificate, PIF — is prepared for every shipment as standard. Guidance on MoCRA registration (US), UK Cosmetics Regulation compliance, and TGA requirements (Australia) is available for brands entering these markets.
Who Works With Cosmetic Lab
Our private label cosmetics manufacturer client base spans a wide range of business types and scales. What they share is a requirement for a certified, reliable production partner who can manufacture consistently and document thoroughly for their target markets.
Emerging brands
Founders launching their first product line, typically starting with 2 to 5 SKUs in the 500 to 2,000 unit range. White label production is usually the fastest and most cost-effective route at this stage, with OEM available once the brand is ready to develop proprietary formulas.
Established brands expanding ranges
Brands already selling cosmetics who are adding new categories or format variants — often switching from a previous manufacturer, which we support with formula transfer documentation and side-by-side batch matching.
Retailers launching own-brand collections
Pharmacy chains, health food retailers, and online marketplaces developing private label ranges under their own brand to improve margin and build customer loyalty with differentiated products.
Wellness and spa brands
Hotels, spas, and wellness centres creating signature amenity and retail product lines, often with bespoke fragrance, COSMOS organic certification, or sustainable solid format packaging requirements.
E-commerce and DTC brands
Direct-to-consumer brands scaling with consistent quality across multiple SKUs, including brands on Amazon, Etsy, and their own platforms expanding into full cosmetic ranges from a single certified EU supplier.
Frequently Asked Questions
What is private label cosmetics manufacturing?
A private label cosmetics manufacturer produces cosmetic products that a brand sells under its own name. The brand owns the product identity, artwork, and market presence; the manufacturer owns and operates the production, R&D, and quality systems. Private label covers both custom-formulated (OEM) products and ready-made formulas from a manufacturer’s catalogue (white label). Choosing the right private label cosmetics manufacturer is one of the most consequential decisions a beauty brand makes — it determines product quality, regulatory standing, and speed to market.
What is the minimum order quantity?
The minimum order quantity is 500 units per SKU. This applies to all product categories and production routes, both custom OEM and white label. There is no minimum across the total order — a brand can launch a single product at 500 units or place a multi-SKU order across several categories simultaneously.
How long does private label production take?
White label first sample: 1 week. Custom OEM prototype: 4 to 8 weeks from brief to first sample. Production after sample approval: 3 to 5 weeks. These timelines assume prompt brief submission and sample feedback — delays in approvals extend lead times accordingly.
Can I get COSMOS certified products?
Yes. COSMOS Organic and COSMOS Natural certified production is available through both our OEM and white label routes. Products produced under these certifications can carry the COSMOS certification logo, which is a recognised standard for natural and organic cosmetics across EU, UK, US, and Australian retail.
What export documentation is included?
Every shipment includes a Certificate of Analysis (COA), Material Safety Data Sheet (MSDS/SDS), and Free Sale Certificate as standard. The Product Information File (PIF), required under EU Cosmetics Regulation, is prepared for EU market products. For US, UK, Australian, or GCC market-specific documentation, we advise on requirements and prepare supporting materials.
Do you ship outside the EU?
Yes. We export to over 20 countries worldwide, including the UK, US, UAE, Saudi Arabia, Australia, Singapore, and across continental Europe. Shipping is arranged via the brand’s chosen freight forwarder, or we can recommend logistics partners for standard routes.
