COSMOS — short for COSMetics Organic and natural Standard — is a voluntary cosmetics standard developed by a consortium of five major European certification organizations: BDIH (Germany), Cosmébio (France), Ecocert Greenlife (France), ICEA (Italy), and Soil Association (UK).

The COSMOS standard is managed by COSMOS-standard AISBL, a Belgian non-profit, and defines the criteria that cosmetic products and their ingredients must meet to be certified as natural or organic. Products that meet the standard carry one of two marks: COSMOS ORGANIC or COSMOS NATURAL — along with the logo of whichever consortium member conducts the certification audit.

COSMOS certification is currently recognized in over 70 countries, covering markets across Europe, North America, Australia, Japan, and South Korea. It has become the de facto European standard for natural and organic cosmetics, replacing earlier standalone schemes from individual certifying bodies.

COSMOS Organic vs COSMOS Natural: Understanding the Difference

COSMOS ORGANIC requires that a minimum of 95% of physically processed agri-ingredients are certified organic, and that at least 20% of the total product (10% for rinse-off products, 8% for products where water is not used) is certified organic. All physically processed agri-ingredients must meet COSMOS-compliant sourcing criteria, and chemically processed ingredients must come from the COSMOS-approved list.

COSMOS NATURAL requires that all physically processed agri-ingredients are natural or naturally-derived and meet COSMOS criteria, but has no minimum organic percentage requirement. Synthetically processed ingredients from the approved list are permitted in larger proportions.

In practice: if your product’s organic ingredient content meets the minimum thresholds, it qualifies for the COSMOS ORGANIC mark. If it uses natural or naturally-derived ingredients but doesn’t reach the organic minimums, COSMOS NATURAL is the appropriate certification level.

Ingredient Standards

COSMOS divides cosmetic ingredients into categories based on origin and processing:

Physically processed agri-ingredients — plants, minerals, and other natural materials that have been physically transformed (dried, pressed, extracted) — must be certified organic for COSMOS ORGANIC products and naturally-derived for COSMOS NATURAL.

Chemically processed agri-ingredients — ingredients derived from natural sources but chemically processed (certain surfactants, emulsifiers) — must appear on the COSMOS-approved ingredients list.

Prohibited substances include synthetic fragrances, silicones, parabens, phenoxyethanol above certain levels, PEGs, GMOs, and any ingredient derived from petrochemistry unless specifically permitted by the standard.
